James Weber

Director

Jim Weber is the Director of the Office of Security, Facility & Logistics Operations (OSFLO) where he also serves as the Designated Agency Safety and Health Official (DASHO) and administers the CMS Counterintelligence and Insider Threat programs. As the Director of OSFLO, he is responsible for all aspects of physical security, critical infrastructure protection, counter intelligence, personnel security, printing and distribution services, mail services, conference facilities, telecommunication operations, occupational health and safety programs, and administrative systems development and maintenance for CMS.

Mr. Weber has been with CMS for 22 years where he has served in progressively more senior positions.  In February 2008, he was selected into the Senior Executive Service as the Deputy Director of OOM. In 2012 he received the Meritorious Executive Presidential Rank Award from President Barack Obama. He has previously served as the Chief Negotiator for CMS, representing all managers in negotiating a collective bargaining agreement with the American Federation of Government Employees, the exclusive representative of most CMS non-supervisory employees.  

Mr. Weber began his federal career in 1993 after earning his BBA and MBA from Loyola College in Maryland.

Elizabeth (Liz) Mack

Deputy Director

Elizabeth (Liz) Mack is the Deputy Director of the Office of Security, Facility & Logistics Operations (OSFLO). As the Deputy Director of OSFLO, she supports the agency in the executive leadership of the numerous OSFLO programs including all aspects of physical security, critical infrastructure protection, counter intelligence, personnel security, printing and distribution services, mail services, conference facilities, telecommunication operations, occupational health and safety programs, and administrative system development and maintenance for CMS.

During her time at CMS, Liz has been the Director of the Division of Performance and Organizational Programs (DPOP) in the Office of Human Capital (OHC). In this role, Liz is responsible for oversight of multiple CMS programs, such as Performance Management for both SES and non-SES employees, Telework, Building Closure Policy, Reorganizations, Delegations of Authority, Awards, and the CMS Virtual Resource Center. Liz served as the Senior Advisor to the Director of the Office of Operation Management (OOM), where she was a member of the team that represented the Agency on negotiating the 2014 Master Labor Agreement (MLA). Prior to her Senior Advisor role, Liz served as the Director of the Division of Budget Formulation in the Office of Financial Management (OFM), where she led the efforts of budget formulation and execution of the highly complex CMS budget and was also the CMS liaison to the House and Senate Appropriations Committees. Liz began her CMS career in the Medicaid arena where she was responsible for executing demonstration and waiver programs for vulnerable populations. Liz also assisted in the regulation development of the Program of All-Inclusive Care for the Elderly (PACE).

Liz is a graduate of Towson State University, and the America’s Health Insurance Plans (AHIP) Fellows program.

OSFLO Functional Statement

  • Directs and administers CMS protective services and programs. Provides direction for essential on-site services for Central Office (CO) and consultation and direction to Regional Office (RO) components with respect to these programs.
  • Provides security policies and procedures for personnel security services Personal Identity Verification (PIV) card enrollment, identity proofing, electronic fingerprinting, PIV card issuance and physical access control systems for CMS CO/RO employees and contractors and DHHS components housed in CMS space.
  • Formulates, reconciles, monitors, tracks, executes and determines the administrative impact of budgetary changes in support of the Agency's Facilities Common Expense budget and Security Common Expense budget.
  • Oversees CMS' printing and distribution services, mail services, reprographics, parking fleet management, facilities management, logistics, property management, and related administrative support services.
  • Coordinates and administers the Agency's Occupational health and safety program.
  • Manages the shuttle services between Baltimore, MD and Washington, DC, and among CMS Headquarters and outlying locations in Baltimore, MD.
  • Provides system analysis and software support and continuous improvement of systems in conformance with legislative requirements, department directives, and CMS policy and procedure changes. Ensures systems interface effectively with CMS and departmental feeder systems.
