{22} Reassignment:  In the fall of 2008, CMS will reassign certain low-income beneficiaries with full premium subsidies to new Medicare Prescription Drug Plans, effective January 1, 2008.  For more information, see the background document "Reassignment of Beneficiaries Who Have the Low Income Subsidy."

{21}"Medicare & You 2008" Handbook:  The "Medicare & You 2008" Handbook is now being mailed to people with Medicare and partners who assist people with Medicare.  The handbook is available online.  "Medicare & You 2008" Handbook  helps people with Medicare review their coverage options and prepare to enroll in a new plan if they choose.

2008: Drug Plan Options:  CMS has announced the 2008 Stand-Alone Prescription Drug Plan (PDP) Organizations for each State.  Seniors and people with disabilities who are satisfied with their current Medicare prescription drug coverage will not have to take any action when the Medicare Open Enrollment period begins November 15th, but those who wish to make a change will find new options with lower costs and more comprehensive coverage available for 2007.  Below, you can find:  {14} the national press release, along with {15} 2008 state-specific drug plan information.  You can also find the {16} 2008 source Excel file for PDPs and MA-PDs.    Additional information about {17}open enrollment is also available.

{20} 2008 Fall Mailings Chart

This chart explains the mailings that beneficiaries will receive.  It also details the action, if any, the beneficiary should take.  Additionally, links to the notices are included in the document.

{19} Special Enrollment Periods

In certain situations, people with Medicare may be eligible for a Special Enrollment Period to join a plan that provides Medicare prescription drug coverage, or switch to a different plan.  A Special Enrollment Period (SEP) is a period of time when an individual can enroll in or switch plans outside of the annual enrollment period (November 15th-December 31st).  A chart linked to below describes the different situations in which an individual may be eligible for a Special Enrollment Period.

{18}Medicare & You 2007 Handbook

The general "Medicare & You 2007" handbook is now available to help people with Medicare review their coverage options and prepare to enroll in a new plan if they choose.

{10}July 6, 2006 SMD Letter  This letter to State Medicaid Directors advises them on annual redetermination of LIS deemed status and expanding auto-enrollment to include prospective full-benefit dual eligibles.

{8}Permissible Enrollment Subsets for Dual Eligibles Enrolled in Special Needs Plans  Beginning with contract year 2008, Special Needs Plans (SNPs) may target enrollment of dual eligibles based on integration with State Medicaid efforts. Previously we permitted SNPs to target enrollment of dual eligibles based only on whether they were full benefit dual eligibles versus partial benefit dual eligibles.

Our revised policy would permit SNPs to limit enrollment to groups of dual eligibles who are receiving their care under a Medicaid program, provided that the enrollment limitations parallel the structure and care delivery patterns of the Medicaid program, which is integrated with that being furnished with the SNP under Medicare.  For more information, please see the attached memo.

{6}Part D Access for Medicare Eligible Children  CMS has been notified of circumstances where Part D Sponsors are unaware of Part D eligibility for children. Reports have included situations of plan customer service representatives denying enrollment verification for children, or refusing to assist with an exception to provide access to a pediatric non-formulary item. CMS is concerned about such reports and wants to remind plans about this small, but vulnerable population of Medicare eligibles.  The attached memo provides more details about this population.

{5}Insulin Syringes Used in the LTC Setting  The attachment responds to the question "Are Part D sponsors required to cover so-called "safety syringes?"

{3}Newly-Dually Eligible Person  In an effort to keep you informed of the Centers for Medicare & Medicaid Services' (CMS) efforts to ensure the newly-dually eligible person has appropriate access to prescription drugs, the attached letter and attachments outline the steps CMS is taking to prospectively identify these beneficiaries, as well as the steps CMS has taken to ensure they may have immediate access to prescription drugs.

{1}OTCs as Part of Administrative Expenses  The attached Q&A responds to the question, "Can Part D plans include over-the-counter products (OTCs) as part of administrative expenses since they may provide significant cost savings as part of a utilization management program?"
