The State Resource Center Supports State Medicaid Agencies' Relationships with Dual Eligible SNPs The purpose of the State Resource Center is to facilitate integration and coordination of benefits, policies, and day-to-day business processes. It will support State Medicaid agencies' efforts to improve Medicare-Medicaid benefit integration for their dual eligible populations by increasing coordination with Medicare Advantage (MA) organizations offering specialized plans for dually eligible individuals (dual eligible SNPs). The Resource Center will strive to equip States with helpful information as they engage in contract negotiations with MA organizations seeking to offer new or expanded dual eligible SNPs in the 2010 contract year. In accordance with MIPPA section 164, an MA organization offering a new dual eligible SNP - or seeking to expand the service area of an existing dual eligible SNP - will be required, effective January 1, 2010, to contract with the respective State Medicaid agency to provide benefits (or arrange for benefits to be provided) for which a dually eligible individual is entitled to receive under Medicaid. The legislation authorizing the contracting requirements can be found at Section 164 of MIPPA and at regulations at 42 CFR 422.107. In addition, the State Resource Center will provide a forum for States to make inquiries and share knowledge about the coordination of State and Federal policies pertaining to SNPs.
