EDC Initiative

The Medicare Prescription Drug, Improvement and Modernization Act (MMA), enacted on December 8, 2003, placed new information technology requirements on CMS.  To successfully support the data processing and hosting associated with MMA's new Medicare benefits and fee-for-service contracting reform requirements, CMS has established an Enterprise Data Center (EDC) initiative that will be the foundation of the future CMS enterprise infrastructure.  This initiative will assist CMS in complying with present and future legislative mandates (e.g., MMA and e-Government) and ensuring the ability to meet increasing claims processing demands.

This EDC Initiative web page provides links to several business, legislative, programmatic, and technical references that support CMS' EDC initiative.  Note that the technical references that were previously available from the "Downloads" section of this web page (i.e., EDC Concept of Operations and CMS Security Services Guidelines) have been removed.  A summary of the remaining information that is accessible via the links provided under the heading "Related Links Inside CMS" includes the following:

Information Security: Policies - provides access to CMS' information security policies and the CMS Business Partners System Security Manual.  

Information Security: Standards- provides access to the CMS System Security Plan(SSP) Methodology and the CMS Information Security Risk Assessment (IS RA) Methodology, as well as other CMS information security standards.

System Lifecycle Framework: Standards - provides access to CMS' Internet Architecture standard that includes minimum platform security requirements, as well as to other architecture-related standards.

Medicare Contracting Reform - provides access to information regarding Medicare Contracting Reform associated with the Medicare Prescription Drug, Improvement and Modernization Act of 2003.

Regulations and Guidance - provides access to CMS legislative references, as well as to information regarding Health Insurance Reform and HIPAA Administrative Simplification.

Medicare Claims Processing Manual (Publication #100-04) - provides access to the content of the Medicare Claims Processing Manual. Please be sure to scroll down the web page for this particular publication in order to obtain access to the various chapters available in this Internet-only manual.

The "Related Links Outside CMS" that are listed at the bottom of this page, provide access to other Federal Government, Department of Health and Human Services(HHS), and legislative references that reside outside of the CMS web site, which are also relevant to the EDC initiative. For example, current information regarding the CMS EDC procurement process can be obtained from the Federal Business Opportunities (FedBizOpps) web site. When accessing the FedBizOpps web site, select "Find Business Opportunities" and search for "EDC Initiative" for the Department of Health and Human Services to obtain access to all available information for the CMS EDC procurement process (e.g., Request for Information (RFI), Request for Proposal (RFP), etc.).
