Inpatient Electronic Health Record Testing

Electronic Health Records (EHR) Testing is a voluntary testing program to submit hospital quality measures via EHRs certain standardized data elements. The results of this voluntary testing process will enable CMS to assess the feasibility of collecting data elements for inpatient measures via electronic health records as a future alternative to submission of manually abstracted chart data elements by hospitals, thereby potentially reducing the administrative burden associated with submission of quality measures for the RHQDAPU program. The measures to be collected through EHR testing would include stroke, venous thromboembolism and emergency department throughput.

EHR testing will take place as early as July, 2010. Below is a link to the Federal Register Notice describing the application and selection process for EHR vendors and hospitals wishing to participate in the CMS' 2010 voluntary testing program for Inpatient EHR data elements needed to calculate quality measures for ED, Stroke, and VTE. Public comments on the application and selection process for the EHR testing starts August 28th, 2009 and ends Oct 27, 2009. Comments may be submitted on the application and selection process (listed under CMS-10296) electronically at http://www.regulations.gov, or by regular mail to: CMS, Office of Strategic Operations and Regulatory Affairs, Attention: CMS-10296, Room C4-26-05, 7500 Security Boulevard, Baltimore, MD 21244-1850.

EHR vendors/hospitals that wish to participate in the development and testing process will be able to self-nominate by sending a letter of interest to: "RHQDAPU Program IT Testing Nomination" Centers for Medicare and Medicaid Services, Office of Clinical Standards and Quality, Quality Measurement and Health Assessment Group, 7500 Security Boulevard, Mail Stop S3 02 01, Baltimore, MD 21244-8532. The letter must be received by CMS by 6 p.m., E.S.T. on December 31, 2009.
