Outcome and Assessment Information Set (OASIS-C) National Provider Call
OASIS-C Quality Measurement and Reporting

The Centers for Medicare & Medicaid Services' (CMS) Provider Communications Group will host a national provider conference call on the Outcome and Assessment Information Set (OASIS-C). This toll-free call will take place from 1:30 p.m. - 3:00 p.m. ET on Tuesday, December 8, 2009.

The Outcome and Assessment Information Set (OASIS) is used to collect information on home health patient status and selected services. The Medicare Conditions of Participation for Home Health Agencies require agencies to collect the OASIS data set as part of their comprehensive patient assessment for all adult, non-maternity Medicare/Medicaid patients receiving skilled services. OASIS-C is the first major update of the OASIS dataset since it was introduced in 1999. Changes include deletions, revisions and additions to the OASIS items, including the addition of items that measure agency implementation of best practices. Transition to OASIS-C is scheduled to occur January 1, 2010.

This call is the third in a 3-part series of National "Train the Trainer" conference calls on topics related to OASIS-C that are planned for October, November and December 2009. The first two calls provided information on the OASIS-C changes, impacts on agencies, and highlights of new and revised guidance. This call will provide information on:

  1. process and outcome measures that will be reported on Home Health Compare and CASPER
  2. reasons behind the development and reporting of process measures
  3. role of NQF in endorsing measures for public reporting
  4. quality measurement reporting schedule

The presenters will be Ms. Angela Richard of the University of Colorado at Denver and Dr. Elizabeth Madigan from Case Western Reserve University. Ms. Richard and Dr. Madigan are members of the clinical team assisting CMS with the development and refinement of OASIS-C.

Representatives of the Iowa Foundation for Medical Care (IFMC) will also be present on the call to review upcoming changes to the way agencies login to the OASIS Submission System and CASPER Reporting.

Following the presentation, the lines will be opened to allow participants to ask questions of CMS representatives.
