Metropolitan Statistical Areas (MSAs) MSAs are areas designated by the Office of Management and Budget (OMB) that includes major cities and the suburban areas surrounding them. Competitive Bidding Area (CBA) A CBA is defined by specific zip codes related to an MSA. The CBA may be concurrent with, larger than or smaller than the related MSA depending on a variety of considerations including the exclusion of low population-density areas within the MSA and the inclusion of areas outside of an MSA that are part of a normal service area for suppliers in the MSA. The CBA will be the area wherein contract suppliers will furnish certain Durable Medical Equipment, Prosthetics, Orthotics, and Supplies (DMEPOS) items to resident beneficiaries MSAs for July 1, 2008 Start Date (Round 1) To view the complete list of MSAs selected for Round 1 of this program, click on the file in the "Downloads" section below. Areas that may be exempt from DMEPOS Competitive Bidding program include rural areas and areas with low population density within urban areas that are not competitive, unless there is a significant national market through mail order for a particular item or service. Since the statute does not allow us to exempt areas from MSAs for items for which there is a national mail order market, the CBAs for the mail-order diabetic supply category will be the same as the boundaries for the 10 MSAs. CBAs and Zip Codes for July 1, 2008 Start Date (Round 1) A listing of the zip codes included in each CBA is available on the Competitive Bidding Implementation Contractor (CBIC) web site in the "Related Links Outside CMS" section below. MSAs for Round 2 On January 8, 2008, CMS announced the MSAs for Round 2. The list of MSA's can be found in the "Downloads Section" below. CBAs for Round 2 Once determined, CBA specific zip codes by MSAs will be posted to this website.
