Title IV of the Children's Health Insurance Program Reauthorization Act (CHIPRA) includes a number of complementary provisions intended to help build a high-quality system of pediatric care in the Medicaid and CHIP programs. Section 401(a) provides for publication of an initial core set of performance measures. Section 401(B) provides for establishment of a pediatric quality measures program that refines and expands upon the initial core set. Section 401(c) provides for State submission of annual reports that include child health quality measures and other information. Section 401(d) provides for the awarding, implementation, and evaluation of up to 10 demonstration grants to States to test promising ideas for improving the of children's health care provided under the Medicaid and CHIP programs. Section 401(e) provides for conducting a demonstration project to develop a comprehensive and systematic model for reducing childhood obesity. Section 401(f) provides for development of a model electronic health record format for children enrolled in Medicaid or CHIP. Section 401(g) provides for a study of pediatric health and health quality measures to be conducted by the Institute of Medicine. Pursuant to section 401(a)(5) and (7) of CHIPRA, CMS will arrange for the identification of best practices and provision of technical assistance, as appropriate, in support of various Title IV provisions. Technical assistance may take many forms including dissemination of informational and technical content via listserv, periodic conference calls and/or webinars, CMS Regional Office consultation with State staff, partnerships with external nationally recognized health care focused organizations, and establishment of a dedicated e-mailbox for submitting requests for technical assistance related to implementation of the individual CHIPRA Quality provisions reference above.
