On February 4, 2009, the President signed into law the Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA) (Pub.L. 111-3). CHIPRA seeks to improve access to and the quality of care provided to children. In particular, Title IV of CHIPRA creates a broad quality mandate for children's health care and creates health care quality initiatives for both the CHIP and Medicaid programs. The goal of the funding opportunity is to establish and evaluate a national quality system for children's healthcare. In an attempt to meet this goal, a number of specific demonstration grant projects were prescribed within the CHIPRA statute, including: A) Experiment with, and evaluate the use of new measures for quality of Medicaid/CHIP children's health care; B) Promote the use of HIT for the delivery of care for children covered by Medicaid/CHIP; C) Evaluate provider-based models which improve the delivery of Medicaid/CHIP children's health care services; or D) Demonstrate the impact of the model EHR format for children (developed and disseminated under section 401(f)) on improving pediatric health, and pediatric health care quality, as well as reducing health care costs. The above demonstration grant projects provide an essential foundation for the development of a child healthcare quality improvement framework.
